عمان- الرأي- يبحث المحامي محمود مصطفى الزعارير من خلال كتابه المعنون «سياسة التخاصية» الصادر عن دار الثقافة للنشر والتوزيع في موضوع التخاصة حيث يضع المؤلف التخاصية في قالب قانوني يوضح اهم الجوانب القانونية للتخاصية في ضوء احكام المادة الثامنة من قانون الشركات الاردني رقم 22 للعام 1997، واحكام قانون التخاصية الاردني رقم 25 للعام 2000 والتي عالجت موضوع تحول الشركات العامة الى القطاع الخاص.
وتأتي هذه الدراسة كمقارنة مع التشريع المصري الذي لم يصدر قانونا للخصخصة، ولا تقتصر الدراسة على الجانب القانوني النظري وانما تتضمن ايضا اشارة الى تجربة عملية لخصخصة شركة عامة في بريطانيا والاردن ومصر، وملاحظة الى اي مدى يتحقق فيه الانسجام والتوافق بين النص القانوني المجرد والتطبيق العملي له.
